A couple of things come to mind.
First the washout blades...they work well, but a LOT of folks set the pitch incorrectly and have problems. The settings from the manual are fine but they should be measured at the blade tip NOT the root. If measured at the root, you won't have the pitch needed to fly.
Second, I'd look at a larger pinion gear with the Hacker. I have the same motor as you and run a 17t pinion (using 3s Li-PO battery). You will lose some headspeed as pitch increases (best time to tach is at hover) and since you're at 1500 now, I'd expect less at hover. A bit less rpm than where you are at now will induce the "wobbles"...a fore and aft pitching (wobble), that can lead to unplanned contact with terra firma (crunch). 1400 rpms would be my absolute minimum for "normal" flying.
Third, as BigTim said, 9.9 seems a bit low for a 10 cell pack...maybe you can borrow a good pack from a friend and check that one against yours.
