I have 3 E-tech 3S LiPo packs all about the same age (new). One pack will charge up to about 11.9v just like the others but will not output the same - the heli (a hornet) flys the whole time on that pack as if near the end of charge. I have tried to isolate the offending cell in the battery pack but they all read about same voltage and all seem to discharge individually through a lamp bulb about the same. Apparently one cell is lacking on high current output.

What is a good way to find the defficient cell so I can salvage that pack?

Does it help LiPo's to discharge/charge cycle them on the charger a few times and try to revive the flakey cell?
