Radio - Servo - Gyro - Gov - Batt > Will GV-1 raise and lower throttle to maintain speed?

I am setting up my first GV-1 and it seems like the unit will lower the throttle to limit the blade speed, but will not raise it. For example, I have a standard throttle curve in the radio and when I lower my throttle, the blade speed goes down. Is this normal? Does this mean I need to make sure my curve is high enough to allow the GV-1 to work?

I was under the impression that the GV1 kicks in always when over 1000 rpm.

Actually, the GV-1 engages when 70% of the preset rpm is reached. If your throttle curve is so low that engine rpms never reach that point, the GV will not engage. Upon engagement, the throttle will slowly rise over a second or two to the preset rpm to prevent sudden surges from destroying the clutch and gears. The Gov will also disengage at 20% of selected rpm.
