For example, I have a data acquisition card and a voltage source. However, the data acquisition card cannot read peak to peak voltage. I wonder if there is any circuitry that can allow the data acquistion card to read a peak to peak voltage.

Oscilliscope measures peak to peak quite nicely.

isn't it called a PC sound card?

I use an attenuator to make sure i don't blow my sound card and then either Cooledit or Cubasis as oscilloscopes.

Windows sound recorder also works as long as you don't want calibration on your scales
