| I'm not familiar with this specific tool. However, Miniature Aircraft has a tool by the same name.
The tool is invaluable, especially if your model uses CCPM. It is used to determine if the swashplate is level throughout the entire pitch range. Once that is determined you can add a program mix to minimize or eliminate any interaction so that the swashplate stays level from full negative pitch to full positive pitch.
The tool to which you make reference is most often called a flybar lock. It locks the flybar in a level position (relative to the main shaft) so that you can easily use a pitch gage to measure pitch.
