You stated that you charge the battery for 1 1/2 hour.
I believe there is an error in the manual. It does say to charge for 1.5 hours, but if you look on the back of the charger it says:
Output:12Vdc @300mA
At 300mA it would take 2 hours and 20 minutes (700/300 =2.333) to charge a 700mah battery pack (the birdseed is 700mah) if the charger was 100% efficient. No charger is, but a simple inexpensive wall charger like the one supplied is maybe 75% to 80% efficient, so I would think you would have to charge it for about 3 hours to get a good charge into these batteries. (2.333/.8=2.92).
To be sure that one's battery is always charged to its' max capacity in a safe manner (no overcharging) in order to insure a decent lifespan of the battery pack, one should always use a charger with "peak detection" abilities for use with NiMh batteries (as are these).
