I have a couple of 3S EVO packs that have lost some power. The packs has always been charged at 1C, flown at 5 min, never puffed.

Will recycling the packs help? At what volt per cell should I set the charger to? How many times should I cycle the packs?

Hmmm... I don't think so.

LiPos aren't like NiCads. Once a LiPo is through, that's it. Unless you're talking about lost punch after storage. In that case they kind of act like they're new and will perk up a bit after a cycle or three...
