Ever since I installed this new header tank I have been experiencing flooding/vapor lock issues.

Looks like your tank is too high, outlet should be even with the inlet of the carb.

height is ok
move your fuel filter goes before the carb
also is your needles set right ?

Well I got it. It could've been as easy as taking out the muffler plug before trying to start it. But I still replaced the lines so I really can't say that it was not a hole in aline.
