The low end needle(mixture control screw) is very hard to turn . If I loosened the mixture control valve stopper assembly (part # 8 on page 24 of the manual) would that make the low end needle easier to adjust ?

Yes this would. I had the same question upon getting my engine from Gr8 Lakes. Be sure to use the correct screwdriver though - the screw head is thin. Good luck! I love this motor!

Remember that the low end screw only turns 1/4 turn to be at the full extent from being centered.

If you force it to turn more, you'll damage the carb.
