I bought a brand new 2 cell 2200mah extreme v2 and when I connect it to the charger and balancer it only reads the battery as a 1 cell pack. Does this mean its a bad battery?

You have to set it to a 2 cell battery. It doesn't auto sense cell count.

I set it to 2 cells but then it says voltage error or wrong polarity. When it checks the battery it says that it is a 1sPK not 2. Can I change the setting manually?

Are you getting two red LEDs flashing on the balancer when you first connect the pack?
A few things to check:
Ensure the main discharge leads of the pack are correctly connected to the 1010c and that your solder joints are still ok
Ensure the data link cable is also connected.
Can you use the 'Read Balancer Data' function on the 1010C to see if it picks up two cells and displays the voltage for each.
If you have other packs that use the same socket on the balancer check and see if they are detected correctly.
Last resort is check each cell with a volt meter through the balance plug pins. Ensure you are confident to do this without causing a short circuit.
I have had a 210balancer go bad. It was indicating correct cell count through the LED's but was sending wrong info to the charger. It was replaced without issue.
