First of all NO goop needed. The only way the stopper will leak is if damaged somehow, or from the unused hole if not properly plugged.
Take the plug out and make sure it's in its original condition (not torn and should not have been modified), if not best get a new one.
Lube the stopper and tank opening with some fuel or soapy water (use dish-washing liquid) and it should go in pretty easy. Then tighten the screw that compresses the stopper - make it nice and snug, not gorilla tight and you should be good to go.
Post back if the problem doesn't go away.
