| In regards to your charger question, there are many choices out there and it really depends on if you are going to be using anything bigger than that 4S pack in the near future and what other batteries you want to charge on it.
My preference is the Bantam series of chargers such as the BC-6 (integrated A/C power supply) or the BC6-10 which doesn't have the integrated power supply, but has a charge output of 200watts.
About your power supply question, I would buy the biggest one you can get that will accommodate your future needs instead of having to purchase another one later..
