Well, 2 problems. First, the cyclic control is super unresponsive. The heli is almost uncontrolable due to the slowness of the input response of the cyclic. I check responsiveness of the servos without the blades turning and response is fast and accurate. I checked for overtightening of the rotor head or servo binding and all is as it should be. I did notice that the flybar seems stiff when I teeter totter it but could not find the source of the tightness. I have JR DS285 dijital servos on the swash.
Second problem is when I increase power, the tail will spin. The faster I increase power the faster the tail will spin. I have a GY401 and a DS3400 servo on the tail. This will happen in heading hold mode and normal mode. I checked for full range and responsiveness of the servo and it is good. Tail is rock solid in a hover. Thanks for any help anyone can give.

not sure the source of your stiffness - but i imagine there have been some omissions in the construction - or an overtightening of a bearing etc.

go through the mechanicals slowly and methodically... you will find the problem - with Gyro ... is it isolated from vibe? your gain settings may be off... is your tail servo hard mounted?

Check the step 35's ball link's smoothness if too tie will cause flybar to be stiff

Did you figure out the tail problem?
Do you mean when you input more pitch/throttle, the tail spin off more. Two things to check
1. increase gyro gain
2. try using the 41T tail gear this will increase the tail blades speed and create more control power as the pitch change.
