Assuming this is a brand new fan or one that hasn’t been beat with a hammer from previous dialing in attempts, the best place is right on the top surface where the fins are supported by that ring. You will be measuring in a plane that is perpendicular to the shaft rotation. It is important that the fan does not wobble. Wobble will break the lobes off the clutch where as a small amount of eccentricity will be taken up or corrected by the placement of the clutch shoes. Furthermore, a tapered fit shaft will control the eccentricity anyway. There isn’t much you can do about changing the eccentricity of a taper fit. The practice of shimming is an absolute no, no. It will defeat the purpose of a tapered fit and more than likely will cause it to loosen up over time due to the loss of contact area.
