Does anyone have a good way of setting the angle on the main rotor blades(is there a tool like a protractor or something?) so that they are equal; and what that angle should be at rest?

The tool is called a "pitch gauge" and the site recommended by gas_hopper is an excellent resource that will explain how to use it.
