Dead simple.

I have my governor channel 7 on my 9ZWC2, and 3 position switch C.
This gives me the ability to have 2 different RPM ranges, and governor disabled in the center.
You need some amount of gain in (more than 5% off of center) to make it work.

Now to set RPM. With the throttle not armed, set your base RPM with the set button. I run 14000 in normal and 15750 in idle up. This means I want 14000 as my base RPM. When the governor is not armed, it is showing base RPM. Use the set button to illuminate 14k. Now increase throttle above 25%. The governor should arm.
The lights are now showing the RPM that is added to base RPM. No lights = 14k in my case. As you increase governor channel gain, you see the lights increasing. first light on is 14,250. Second on, first off is 14,500. First and second is 14,750. Third light on, no others is 15,000

Ok,
I am making the assumption that 50% is center on the 12Z like the 9Z.

On your governor screen (Page 119 in the 12z manual), in normal mode, set your percentage to around 25%. After you set the base RPM on the RL20, bring your throttle up off idle and let the gov arm.
Now with 25% set, you should see something on the lights for speed. Change the governor percentage and see what the lights do. My guess is you will see higher RPM as you move toward 0 on the screen.
Set the RPM you want for Normal, then repeat for Idle Up

I suppose the 12z is more like an 14mz. If it is you need to work in the governor menu and set the % there... anything under 50% is mode A, anything above 50% is mode B.

Correct.
The 9Z was before governors were real popular, so you are just using a channel offset. With the 12z, you are using a governor menu.
You do not need A/B on the RL20. All you need is an RPM per flight mode. I only use the 3 pos switch because it let me experiment with two head speeds per flight node, but it only ever stays in A
