It really boils down to location and good judgement, from a security standpoint, when it comes to batteries or anything that might resemble an IED. Just because you didn't have a problem at one airport doesn't mean your good to go in the next. Threat level is also a factor. If you walk in at the wrong time during heighten threat levels, your chances of getting away with it is slim to none. Security personnel always have some sort of protocol based on the security levels.
