| Yea, you could use the Dapter to make a lipo charger capable of charger a123 m1 cells. I didn't know it could make a NiCd/NiMh charger capable, but it does say so on the site.
Most say its a good idea to use balance connectors to balance the A123 cells. Some guys don't and say they stay pretty balanced. I guess it would be up to you. I personally would balance the cells just to take care of them.
