Can someone tell me how the flybar works with regard to hovering in wind (gusts)?

OK lets say the heli is sitting nice & still with no wind, then a gust of wind comes, say from the front. What happens first? does the wind push (tip) the heli away from the disc (causing a "nose down attitude) or does the wind affect the flybar first...???

There must be a book that has all of this info in... well there should be...
