It seems the FAA thinks it controls everything.
From what they say, if you fly your model at night, you must have a pilot's license.

The FAA also thinks they have control over military operations. Fact is they are at the mercy of the military (which is considerate of their operations). The FAA has no authority over government (federal, county or city) owned and operated aircraft as stated in their own regulations. True, there is voluntary cooperation between those entities but the pecking order is clear.
