I can't begin to imagine what happens to the flight dynamics of a helicopter when it is tethered to the ground by it's belly. Given that we can at least assume that any change in pitch or roll is going to be difficult to counter with the tether at full stretch it's dangerous to say the least...!

Even if I was stupid enough to tie my heli to the deck and fly it (believe me, I'm not) then I'd at least make sure I had some place to run...! The guy was cornered and had nowhere to go...! Crazy.

This was not just stupid but unsafe. That guy could have easily gotten hurt very badly from that heli. How stupid do you get when flying a heli of that size in that little area
