You should be able to hear if it is running lean. It will sounds higher pitched and cackley. In my experience an engine surging with a gov indicates running too rich.
Here is a tip; TUNE THE ENGINE WITH THE GOV OFF.
Most govs will suge a little when running rich, some govs dont care but your still wasting fuel and not getting the most power out of your engine.

| I'm helping a friend that is having the same problem as the original post. All is fine for part of the flight in idle up 1 then it speeds up for no reason. Switching into idle up 2 shows no change in RPM during the episode. The problem started after a 1/4 throttle hot start. Set up is per instructions with the light changing as it's supposed to.

Could be junk in the carb or bad fuel lines. What is the fuel delivery,(Ie fuel magnet, os or ys, what pipe) when the engine speeds up it is USUALLY because it has gone lean. Also you may want to reset the gov, making sure the head speed and parameters are set up correctly.
