You could be right.
If you assemble the starter from the back-end first , it's easy. Carefully lift the carbon brushes upwards in their holders. Move the little springs from the end to the side to wedge the brushes in the 'out' position..
Insert the armature only into the backplate, then release the brushes. The next bit is the tricky bit. You have to place the white body of the starter (with the magnets in), over the armature. In the blink of an eye the magnets will pull the armature out of the backplate and into the body. If you allow this to happen the brushes pop out.
When you have done a few, it gets easier. It's also more difficult to describe than to do. Also swearing has an inversly proportional effect to the degree of difficulty. 
Stick the front plate on and you're nearly there. The rods also gets attracted to the magnets and can be perplexing to get them the enter the tapped hole in the front plate.
I use a long piece of piano wire or whatever is to hand, pushed through from the front end, exiting the rear holes. Place the end of the threaded rod onto the long piece, and push through from the rear. Keep the two pieces firmly pushed together end-to-end, easing the long piece out through the front. You should end up with the threaded rod then engaging with the inside of the tapped hole in the front plate.
Again it's far easier to do than describe.
