| I had the same problem, What you have to do is first throttle ATV's has to be 100% I then check the throttle curve to be 0 to 100 on normal, I lower the throttle trim all the way down, now the throttle arm has to open all the way and close all the way. all this is with the throttle servo cable plug directly to the receiver. Then wend you do all that, cut down the heli power, unplug the throttle servo from the rx and connect it to the Gov and plug the GOV cable that goes to the throttle channel. Then I put the throttle trim to normal. If you have set correctly perpendicular the links that open the carburetor support to be at idle position. The Gov would not let you to move the servo in till you have the LCD display out, that is why it has to be at idle position before you start setting it up. Then with the throttle stick all the way down turn on the heli power and go to setting mode. Wend you go to setting the idle it suppose to be in idle already so just program idle move to program high position move the stick all the way up to set it then do the test, the Gov will show you the program position then you are done!!
