| Is this a AMA chartered field you are flying at? I assume you have a field safety guidelines in place. In few of the clubs I belonged to in the past and present, no one is allowed to solo without the senior instructor signing off for transferred pilots and of course after passing the test for newbies.
Most of the new people who get in to the hobby do not have an incling as to how dangerous these things are. As a senior member of the club, it is your duty to intervene when you see someone who is out of control and put a stop to that pilot to maintain safety of people around there.
Safety is something we all should work at and falls on every individual to do their part as one unnecessary accident is too many.
My standard question at the field when I see a new person is;
"Excuse me, Are you signed off for unsupervised solo flying?" If they say, yes, then I walk away but keep my eyes on them to be sure their conduct is safe. If I find it otherwise, I would challenge them to demonstate their competency. These days I stay mostly on heli side of the field but you should keep an eye on the entire field as the field is your responsibility.
My question to you is that "Why would you let anyone continue if they demonstrated their incompetence the first time?"
Before you decided that he is a planker or a shankbone, isn't he a fellow modeller? I'm not sure if you are a airplane pilot or not, but if I was in your position, I would have walked over and offered help. If you are not a plank pilot thereby able to offer help, you should've stopped him from flying as safety is everybody's business.

I don't think anyone deserves to crash as we are not in it to make money but to do it to relax and enjoy away from our hectic daily life.
If they do not listen to reason and are not safety minded, perhaps they have no business being a member of that club. But, no one deserves to crash.
