I recently got burned by PayPal myself. I was after a new mobile phone, one popped up that I was after so I bid for it and won it at quite a good price at the time. So I waited patiently for it to arrive, two days later when it didn't I emailed the seller and the reply I got was that their PayPal account had been limited and that they couldn't get their money. They offered a refund (quite how if they couldn't get into their PayPal account I dont know but anyway) so I logged a dispute with PayPal to recover my money. 13 days later I received the standard PayPal refund of £105 GBP's, leaving me £110 out of pocket!!! 
I argued this with PayPal, the seller is no more on Ebay and so I thought this would be in my favour how wrong am I !!! Basically unless the seller has the little PayPal shield on their account you, the buyer are only covered upto £120 of your purchase, this figure minus £15 admin fee leaves £105. Needless to say I am not happy and after many phone calls to PayPal I have now practically given up trying. Their last quote "That I choose to use them" really wound me up and I told the girl on the phone where to go! I chose to use them because they are supposed to be safe, secure & fast it's more like 2 out of 3 in my mind!
I now suggest to any Ebay purchasers to use their credit card as payment for anything above £100 GBP's, as like mentioned above you are then covered by the card and not the pathetic PayPal rubbish!
God I needed that rant, thanks for listening  Now where's the partition against PayPal?!?! .
