I've just bought Hirobo part 2523-015, carbon tail control rod.
Whats the best way of cutting what is probably only 2mm wide carbon rod? Or is it tube?

Measure the length, wrap it in two to three turns of masking tape. Use a cut off wheel in your Dremel tool.

I use a arrow cut off saw which is basically a large mounted version of something like dremel cut off wheel

An abrasive cutoff wheel, Dremel or other, works best. Tailspinner's idea to wrap the rod in masking tape is a good idea to minimize splintering. Avoid breathing the carbon dust while cutting.
