I didn't have one with the lights as that came after and yes the chargers and certain battery lots were recalled last year.
I suspect the lights should be for;
Red light:while charging
Green light: end of charging

I have two falcons several of my friends have the titan and the trex they all agree for a newby the falcon is a good choice. as for the battery your best bet is to buy a good lipoly charger that has a lcd screen that displays charging process and guards against wrong polarity connections and cell count.those are the two most common mistakes that cause lipoly batteries to explode.
