How can I tell the difference between the standard cyclic center hub the the JR high cyclic center hub. I just purchased a used Ergo 30 and it's supposed to have one but I can't tell.

there are a couple of obvious differences between the standard center hub and the high cyclic version.

On the High Cyclic hub, the phase ring is a seperate piece that slips over the bottom of the hub.
Another difference is that the High Cyclic hub has bearings at the seesaw pivot point, as opposed to the standard hub that has bushings.
