Level or a tad higher than the carb. Just behind the engine is a large flat area in the frame, drill a small hole there and mount your tank. I just did this yesterday and flew it with no problems.
I hated to do it, but I drilled a hole in the rear part of the frame so that the nipple would line up vertically with the carb. Hole was in the center of the frame at that area.
