| Set#1, you got me. The only thing that Century uses this type of spacer is in kits with the metal side frames, between the lower side frames and the landing gear, but there are normally four.
Set#2 sounds like the spacers that are fitted on the flybar before the flybar control arms are installed. The helicopter will fly without them but there will be some resistance on the natural tilting action of the flybar. If you look at the side of the rotor head you will notice that the steel ball on the end of the flybar control arm is overcenter. Installing the spacers will restore the steel ball to the centered position.
In Step 43, Century does not actually say anything about the 4x20 washers but Tin is correct, these are not needed on the Hawk. There is a typo, the total blade thickness when finished is 12mm. The blades are also sold for other helicopters like the Shuttle that still uses a 3mm main blade bolt, again not needed on the Hawk.
Keep those 4x20 washers, you would be surprised how many 60 class rotor blades have a 12mm root end but the helicopter actually is 14mm.
