It depends on the heli, but usually as slow as possible and still fly well.
Sometimes you will find that the tail won't hold as well on some helis when they are flying below their designed headspeed and they start to wobble.
For example, I love the Maxi-Joker at 1100 to 1200rpm, but it has 800mm mains and 130mm tail blades so I can get away with it! Very stable and no vibrations to speak of there. I'm still playing with the Joker-CX, but that one seems to be happier around 1400rpm with the 700mm mains and 107mm tail blades.
I don't think you will be able to run the Rappy-50 much below 1500, and even at that go with the longest tail blades you can - maybe 95mm NHP tail blades with the wide chord as long as you aren't doing hard 3D with it inbetween camera flights.
