To both parties involved, It is shipper's responsibility to make sure the items inside the box are properly protected and secured against movement during transit. Therefore, as long as the package is not damaged or deformed in any way, post office will not cover it under damage claim.
Was the box damaged?
Furthermore, PO requires the shipper to file the claim, not recipient.
